Rich was a great mentor and friend. He was one of the first engineers I met after graduation. His leadership and professionalism with ASCE, NSPE, and the regional standards left a significant impression on me. I will always remember his smile and kindness. He will be greatly missed.

My heartfelt sorrow and prayers to Rich's family. Rich was a man of true integrity, dedicated to his profession and public service to the City of Virginia Beach and the region. Rich was a great leader and a great teacher. I truly enjoyed working with Rich during my tenure with the CVB-Department of Public Utilities. Volunteering his time in so many ways one particularly his lunchtime professional engineering test preparation class. So many of his colleagues achieved their PE license because of Rich's assistance. Rest peacefully my friend and give my sister Mary Lou a kiss and hug from me. ❤

I knew Rich casually for 25 years, mostly from his work on the HRUCA Standards Committee and as a developer trying to work through permitting at the City. Although we did not always agree on the issues, he was always kind, respectful and well spoken. He was usually in good humor and innovative in his approach to finding solutions others did not see. He was a true credit to the Engineering profession and municipal employees. As June said, the world needs more Rich Nettletons in it. His absence will leave holes in many lives...Rest easy, my friend.

We worked on many initiatives over the years, including the last 21 years on the Regional Construction Standards where Rich was serving as Chairperson of the governing body. His leadership touched the entire region where respect for everyone and consensus building was his trademark style. We all will miss your calm demeanor and your friendship.

I knew Rich, as everyone called him, as a kind person who spoke to all. When I would see him in the hallway he always smiled and spoke, as did I. Through the years we would see one another at City functions and still Rich would be smiling. I am now retired but will never forget Rich. I'm am truly sorry for the family's loss. I will miss him. I worked on many developments that impacted his highway projects. He ALWAYS had time for me and together we solved access problems, etc... I have worked with Rich my entire WPL career. He worked with the NVBCL on so many projects at the North End. He was always so very kind. The guy that would smile when he saw you in the hallway and greeted you like an old friend. I remember countless interviews in front of him for projects where he would always make you feel so comfortable and be the first laugh when laughter was needed.
God called him home but I am very grateful to have been a small part of his story.

I send my condolences and prayers to the family. Rich was a mentor to the Hampton Roads, Virginia Civil Engineering community. He served as a Professor at Tidewater Community College and Old Dominion University ASCE Student Chapter Practitioner Adviser. He would volunteer his lunch hour to lead training sessions for Public Utilities Engineers In Training to pass the Civil Engineering Professional Engineers Exam. He also volunteered at Equi Kids and Equi Vets on Sandbridge Rd on the United Way Day of Caring every September. Rich could have volunteered for a Leadership role, since he wore a tie every day and was the Public Utilities Design and Construction Manager. But he would grab a weed eater and trim around the fence on the Day of Caring.

I was blessed to meet Rich on my first day of work at the City back in 1997; Rich sat across the hall from me and served as a mentor and friend. Rich & I both originally came to the City around the same time (w/in months) back in 1986/1987. At that time he was working in PW & back in those days, we did play some volleyball together. Most recently, he was on the interview panel for my return to the City & I remember being quite pleased to know I had a fan when I walked into the room. Then just a couple months ago he helped me with a personal PU problem when a water valve across the street was leaking & after two calls through normal channels hadn't provided any action. He had actually been looking for someone else in our Traffic Engineering office that day & just stopped in my office to chat it up with me. He was a great guy. He will be missed.
