MADISON, Wis. (AP) - Former Gov. Lee Sherman Dreyfus, who signed the nation's first statewide gay rights law in 1982, has died. He was 81.

Dreyfus died Wednesday at his Waukesha home while watching television, son Lee S. Dreyfus Jr. said Thursday. He had suffered from heart and breathing problems, according to a family spokesman.

Dreyfus was a member of the University of Wisconsin-Madison faculty and chancellor at UW-Stevens Point before resigning to run for governor. He was elected in 1978, defeating acting Gov. Martin Schreiber in the general election.

The gay rights measure Dreyfus signed made it illegal to discriminate on the basis of sexual orientation in housing, employment and public accommodations. Activists gathered in Madison last year to mark the 25th anniversary of the law.

Dreyfus also was a vocal opponent of the state's ban on gay marriage and civil unions, which was approved by voters in 2006.

Serving through 1982, Dreyfus earned respect for his businesslike approach to politics.

"He wasn't interested in the political maneuvering," said Tom Loftus, who served as the Democratic majority leader in the Assembly during the Republican Dreyfus' term. "He would propose something, and whatever the Legislature came up with, he would work with that."

Dreyfus once said the Legislature controlled by the rival party "forces you to think in terms of compromise. You don't have an option. Your only power is to stop things with the veto."

Democratic Gov. Jim Doyle said he benefited from Dreyfus' advice over the years and that the former governor showed that politics do not have to be harsh or overly partisan.

The state's 40th governor may be remembered for his tax cuts, which he instituted in response to a more than $3 billion budget surplus, said Ken Lindner, a former UW-LaCrosse chancellor who was Dreyfus' Department of Administration secretary.

The cuts included a state tax moratorium for two months in 1979. But he was criticized for the move after a recession hit in the early 1980s. The administration had to cut the next budget by 4.4 percent.

Dreyfus was born in Milwaukee and earned his undergraduate, master's and doctoral degrees at UW-Madison. He served in the Navy during World War II.

In addition to his son, he is survived by his wife, Joyce, his daughter, Susan Fosbick, six grandchildren and four great-grandchildren.

I had the pleasure meeting Mr. Dreyful a few years ago when he was very ill. I have treated many patients over the years but no one like him. Even though he was a very ill man at that time he never lost his spirit and compassion. He always make you feel like you were the most important person in the room and would remember everything about you. He was always thanking us for caring for him- it was us who should have been thanking him.

I am saddened to learn of the Governor's passing. Just yesterday I sat at my desk, writing a note to someone with a pen given to my mother by the Governor and you. When she died in 1993, I inherited many of the thoughtful gifts you two had given her. I remember fondly the Governor's sense of humor and approachability, his charm and wit, all wrapped up in an impressive larger-than-life political persona. I also remember feeling that the obvious mutual devotion the two of you had was indeed unique, and no doubt a large part of his success. I am sure this is a very difficult time for you. I had the pleasure of communicating by phone with Governor Dreyfus regarding his speaking engagement at the Minnesota Transporation Conference around 1996. I grew up and still lived in WIsconsin while working for the Minnesota Department of Transportation. During our phone conversations, Governor Dreyfus was never without a story to share and how I enjoyed speaking with him. It was such a pleasure to meet him at the conference and speak to him in person. What a wonderful presenation he gave. Governor Dreyfus definately was a people person and cared about everyone. I feel very fortunate to have been able to share this brief time with him. He was a very nice man and down-to-earth, what a gift was given to us. I am so sorry for his family's loss and for the rest of us, too.

I was a little boy getting a hair cut when a nice man, in a red vest, getting his hair cut across from me started chatting. We talked for a few minutes, and when he left my barber and my mother both came up to tell me that this nice interesting person was the retired governor of Wisconsin! I will always remember that he took the time to talk to a little boy who didn't know who he was.

He exemplified then the person he portrayed throughout his public life, a dedicated teacher concerned about his students and promoting using the air waves to better society. My sypathys to Mr Dreyfus's family. I met Mr Dreyfus at Pizza Hut in Stevens Point, WI in 1974. I waited on him and his wife every Sat. when they came in, I took my breaks to talk with them. He once talked about his son driving truck and doing school by tape. We shared family interrests enjoying time. When asked if I were a student I explained how my husband transferred from Santa Barbara City College (Santa Barbara, CA)and St Point would not transfer some credits. My husband received a letter from Chancellor Drefus telling him to take it to admissions and everything was transferred- we now own Central WI Counseling Clinic in WI Rapids, Thank You Mr Dreyfus!
I have the best memories when I talk about St Point and people like this man and his wife with the greatest respect - what a honor it has been in my life to have met Mr and Mrs Drefus. May your Memories help you at this time with Deepest Sypathy.

Dear Joyce and Family, Please accept our most sincere expression of sympathy over the death of your husband. We were friends over the years, and he gave an inspirational Commencement speech at the University of Wisconsin-Whitewater. My favorite remembrance of Lee was a Board of Regents' meeting when a question was raised about a buildiing to replace Old Main at UWSP. One Regent questioned Lee about this project, noting that it was about the third time that replacing Old Main had been used to support new construction. When asked about this current request and what the moral of this story was, he responded quickly with the quip, "Don't keep minutes." After the laughter had subsided, the Regents approved the building project, and Old Main still stands.
Not only was Lee an inspiring man, he also was a remarkable speaker. His positive record as Governor is remembered with fondness.

Lee, all your many friends will miss you. As accurately could be said, "well done most faithful servant."

I first met Gov. Dreyfus when I was part of his security detail at the Wisconsin State Fair. I had also met him in my full time department in Columbus. He always remembered your name and always took time out from his very busy life just to talk with you. He and his wife sent a wedding card when my wife and I were first married 25 years ago.
He will alsways be remembered as a man of vision and the rare public servent who showed respect and honor. That...is a class act.

I have kept up with the news of Governer Dreyfus such as back 4 Years ago, when he was hospitalized at Waukesha Memorial for Heart Surgery. I kept the article from the Milwaukee Journal. Now; I have to admit, I probably didn't know him as well as I would have liked or Probably even should have known him. Considering, Somewhere amist My Family Tree. Governer Dreyfus is there on My Late Mothers side. I remember this because; as a young lady at the time (15-16) years of age, back around I want to say 1979-1980 We had a Family Reunion and Back then My Late Grandmother Mae Dreyfus was alive, and I can remember everyone waited with Great Anticipation for the Arrival of Governer Dreyfus Red Vest and all to get there.It truely was a Great Day. I do believe; I even have a Photo of Governer Dreyfus and My Grandmother together and I will Cherish it always as well as the time I first Met a Great Man. Our prayers are with all of you now and always. We; My Husband and I do plan on attending the visitation, and hopefully the funeral as well. Love and Peace to all.

Dearest Joyce, Lee, Susan, Susan and Jim. I was saddened when I heard the news of Lee's passing. He was of course a great motivator and a great educator. Great leader and a wonderful family man. He had the unique optimism which inspired others and gave them hope that they could make things better and succeed. He was honest and humble. And of course, a wonderful Kappa Sigma. We brothers of UW-Madison will miss him and are eternally grateful for his wonderful leadership through the decades.

Joyce, I remember when Lee became National Kappa Sigma Man of the Year, and how you stole the show that evening with your wonderful words and gave Lee the fraternity pin that you had kept all the years. You said "this has always been with me whenever we travel; I want to return it to you now as a token of love and pride." He loved you dearly and always spoke of you in the most endearing terms.

Dear, Lee Sherman Dreyfus Family, Sorry to hear about your loss. I just wanted to share some thoughts with you on your great Dad/Father/Grandfather. He was a regular frequent-flyer here at Mitchell Airport over the years. I had the great pleasure of talking and meeting with him many times. I always remembered his trademark "Red Vest", his hearty smile and firm handshake. He helped lead me in the right direction for a tour guide job at Miller Brewing Company back in the 1990's, when I was an airport intern. I'm now back at the airport and miss seeing him off onto future journeys spreading the good news of Wisconsin at every turn. As a gay male, I will always be grateful for a true leader who helped our community. He will be remembered by many for signing the nations first law prohibiting discrimination in the workplace based on sexual orientation. Wow, what a great legacy to be remembered for. One of many great things he accomplished. Treating people fairly and with honesty. He even spoke out against the amendment to ban same-sex marriages back in 2006. He was a great leader, true statesman, a great politican and a wonderful human being. God speed Governor, Rest in peace. You'll be missed by many including me.

Lee Dreyfus gave me a priceless gift -- the opportunity to serve -- by appointing me as a Wisconsin Circuit Court Judge in 1982. He then gave me another gift -- the opportunity to know him as a friend. And that leads me to story that, I think, tells something of Lee's tenderness.

All too few people know that Lee, first as Chancellor and then as Governor, championed the cause of string and symphony education in Wisconsin's schools. Through some unusual circumstances, he helped UW-Stevens Point become one of the world's most important centers for Suzuki violin education.

Consequently, for seven summers in the 1980s, I (along with thousands of children, parents and teachers from throughout the world) had the chance to spend a week on the UW-SP campus with my two young sons, attending the Suzuki violin institute. One summer, we visited Lee and Joyce in their Stevens Point home. My sons, then about five and eight years old, played on the living room floor with their Star Wars action figures while Lee and I talked of music, public affairs and, no doubt, countless other subjects rolling rapidly through his incredibly exciting mind.

The next day, my sons and I were walking on the campus from a violin class back to our dorm. Suddenly, an enormous black sedan with "LSD" plates appears, moving slowly through the campus streets as the driver seems to be looking for someone. The sedan stops and Lee, having spotted us, emerges -- Star Wars action figure in hand.

Lee then returns the toy my boys and I had not realized had been left behind. Knowingly, tenderly, Lee tells them he understands how important an action figure can be, compliments them on their musical efforts, and says a sweet good-bye.

Lee Dreyfus was a great man. Even better, he was a sweet man with a soul for music and a heart for children.

I was the student body president at Stevens Point in 1973 while the Gov was chancellor. He knew how to work with students. We met often in those turbulent times. I worked for him when he was Gov. He taught me a great deal and he treated all people with care and concern. He showed you how to treat people and what dignity and grace he had in talking with people. Joyce, Lee and the rest of the Dreyfus family your husband, father, grandfather was a great influence on me as well as other students that took his Speech 250 Class at UW. Lee would walk in with a few notes and keep 500 students attention for well over an hour, which was no easy feat in the turbulent 60's. I got to know Lee over the years while he was at UWSP as my family was residing in the area. He would always ask about my late mother and share memories of his political and speaking engagements. Lee always said he was right for the 60's as his initials LSD helped him relate to the students. I never heard anyone ever utter a negative word about your husband and father/grandfather. His influence and guidance was far reaching and set me on the right path. I feel very lucky to have had the privledge to have known LSD.

My Sympathies to your family in your time of loss. Governor Dreyfus was the keynote speaker for my sons 1982 graduating class at St John's Military Academy. I was impressed the way he related the Cadets to three trees on the parade field. Two tall strong trees with a thin bent one between them. He told the Cadets they had a CHOICE as to how they grew and lived their lives. I'm sure this made a lasting impression on many as it did me.

Governor Dreyfus was so very honorable and we worked very hard to ensure him votes in Oshkosh. In my following election for Winnebago County Register of Deeds, he helped me in return, which was not common practice in those days. I will remember him with gratitude and respect always. While I was a student at UW Stevens Point from 1973 to 1977, Mr Lucky's was a popular gathering place. It had a fabulous, raised, dancefloor with multi-colored lights flashing through transparent panels. I will forever hold the image of Chancellor Dreyfus, in his red vest, joyfully dancing with the UW students. He was always upbeat and encouraging. I am proud and honored to say that I lived next door to the Dreyfus family for the decade of the 70's.

Through the good times, like the campaign, including looking at the "Red Vest Wistle Stop Special" campaign bus parked at his home for so, so long, to the not so good times such as the wall of his basement giving out while I was outside playing (which made me a prime suspect for someone to blame!) it was always a pleasure to see LSD and have our brief exchange of words (and wisdom on his part).

Those days were missed by myself when they moved to Madison, and eventully Waukesha. I always looked forward to our frequent exchanges and to the bits of knowledge and experience he would pass along to me.

He was bigger than life to me, but yet approachable under any circumstance.

My first memory of Lee Dreyfus was when I chose him to be my college advisor in Madison in the mid 1960’s. Now, over 40 years later, I reflect warmly on knowing this man and calling him my friend. In the late 70’s we renewed our acquaintance when he was the keynote speaker (and rumored candidate for governor) at the State Republican Convention in Stevens Point. Just months later I had the privilege of volunteering on his successful campaign. A fond memory was his overnight visit to our home with the “rag-tag” band after a campaign appearance. He planted himself at our piano and quickly broke into a honky-tonk tune. Then before our very eyes and ears, he incorporated “Jesus Loves Me” into this wonderful moment. I will always cherish my association with Lee Dreyfus. Joyce... Judy and I send our sincere condolence to you, Lee Jr., and Susan and their families. To Lee Sherman Dreyfus - Jesus Loves YOU!

I remember calling the Mansion to interview Lee for a speech in eighth grade,and we chatted for about an hour and a half.(I got an A on my speech) I went with my family to the Governor's Mansion for a barbecue,and loved being with him. I just heard of the Govenor's passing and called my son Ryan, who now lives in OH after also serving 5 years in the Navy, and who played Select Baseball with Lee III. Ryan immediately recalled the Govenor coming to many of the baseball games. My family has a long history with the Dreyfus'. My mom went to high school with the Govenor, my brother was in the same fraternity as Lee II and my son went to school with Lee III for 12 years and played Little League with him. Lots of fun memories of a Great Man and a wonderful family. Mrs. Dreyfus, Lee II, Susan and Lee III and family - my prayers and deepest sympathy to all of you. May all your memories make you smile. I fondly recall first meeting Chancellor/Governor Dreyfus when I was a student at UW-Stevens Point in 1974 when he gave me a ride home from school in a raging blizzard. He saw me walking in the storm, pulled over and told me to get in the car and then drove several miles out of his way to my home. In the meantime he talked to me about my college experience and aspirations.
I bumped into him several years later and he still remembered the incident and me. He was as delightful and pleasant as any person I have ever met. Thanks again for the ride Chancellor Dreyfus.

Dear Dreyfus Family and Friends -
Our son Graham made a peace crane out of a slip of paper, just the other day, and it brought back such warm memories of who taught our children how to make those cranes!
Like it was yesterday, we can see Gov. Dreyfus sitting in the back pew of church, St. Matthias Episcopal Church in Waukesha, teaching the children how to fold Sunday bulletins into those beautiful cranes. The children would be lined up, sitting on either side of him, waiting their turn. He made a flock of peace cranes by the time the service was over. You touched so many hearts! Peace be with you, Lee Sr.

My sincerest condolences to the Dreyfus family.

I was a student in his mass communication class at UW-SP (then WSU-SP). In my senior year I made an appointment with him to discuss an independent study project that was inspired by one of his presentations. He was so approachable! How many persons in his position would make time for that kind of discussion? He gave me much encouragement and initial guidance. That project helped to set me on a path of study that led to graduate school and a 30 year career.

In recent years I thought of writing to thank him, but I never did. Now I regret that I didn't.

Like many other UWSP students whose lives he touched, I was fortunate to have crossed paths with him.

I ran into Lee Dreyfus in the Orlando airport about 15 years ago. He was wearing his signature red vest, and as I approached the gate I could tell it was him from 100 yards away. I introduced myself and we talked for 30 minutes as if he had known me forever (it was the first time we met). What a wonderful statesman and human being. We are better off because you were with us. Godspeed Governor.

What a great leader for Wisconsin. I believe he was the last bi-partisan Governor Wisconsin has had, or will have. I remember his little rag-tag bus going around the state in 78 drumming up support against the higher financed campaigns and winning. I only wonder what might have been if he continued on in politics. Thank you Lee Dreyfus for serving Wisconsin in Education, Government and Leadership. You will be missed

I spent several years as unoffical photographer for the Governor Dreyfus. His openness, humility and friendship helped renew my faith in public officals. He often gave me the opportunity to meet some of the movers and shakers of the time. I was saddened to hear of the passing of Governor Dreyfus. What a great man! I first met him at Lucky's Bar just off campus at UW-Stevens Point on my birthday, January 9, 1974. It was my freshman year at Point and I was out celebrating. I saw him talking to other students and went up to him and told him it was my birthday. We talked for a long time and he told me to come and see him in his office. He really cared about all the students experiences at Point. Over the next 4 years, I met with him often and he greatly influenced my time at Point. He was instrumental in my participating in the first semester abroad program in Krakow, Poland in 1975. After I graduated, it was just about the time he ran for Governor and I volunteered with his campaign. He did a tremendous amount for UW-SP and for the State of Wisconsin in general. He will be greatly missed.
