MEMPHIS, Tenn. (AP) - Maxine A. Smith, an influential Memphis civil rights leader, died Friday. She was 83.

Her death was confirmed by Memphis Mayor AC Wharton on his Facebook page.

Smith, retired executive secretary of the Memphis branch of the NAACP and a former city school board member, had chronic heart problems, according to The Commercial Appeal (http://bit.ly/11K3KoH).

She was a part of every significant chapter in the city's storied history of race relations over half a century, from protest to integration to busing to the rise of black political power.

"Today we mourn the passing of civil rights icon, Maxine Smith," Wharton said on Facebook. "With her death, Memphis has lost a legendary leader for human rights and one of the brightest stars in the great expanse of our city's history."

"There is nobody like Maxine. She was an amazing woman with an ability to interact with all kinds of people, a brilliant strategist. ... A bove all, she was my friend," said Rep. Johnnie Turner, former executive director of the local NAACP chapter.

Georgia Maxine Atkins Smith was born in Memphis during the Depression at a time of rigid segregation.

As an adult, Smith set about changing the racial status quo. In the process, she and a generation of black Memphians including her husband, former County Commissioner Vasco Smith, changed the city forever with a knowledge of Memphis past and present that helped them make the transition from protesters to elected leaders.

Her father, Joseph Atkins, was a postal worker who chafed under the rules of workplace segregation. Her mother, Georgia R. Atkins, was active in the NAACP. Smith said as a child the NAACP was "almost like a church" to the family.

She graduated from Booker T. Washington High School at the age of 15 and four years later graduated from Spelman College in Atlanta.

Smith earned her master's degree from Middlebury College in Mi ddlebury, Vermont, and taught college-level French.

The state of Tennessee paid her tuition to Middlebury rather than allow her to attend a white college or university here.

Seven years after getting her master's from Middlebury, Smith and Miriam DeCosta Willis tried to enroll in all-white Memphis State University and were turned away.

"I got mad and have been mad ever since," Smith recalled in a 1977 interview.

Smith and Willis filed suit against what is now the University of Memphis in 1957. Two years later, the first black students were admitted to the university, although Smith and Willis were not among the group.

Nearly four decades after that lawsuit, Smith was appointed a member of the Tennessee Board of Regents, the governing board for the U of M and all of the state's colleges and universities outside of the University of Tennessee system. She was appointed by then-governor Ned McWherter in 1994 and served to 2006. During her tenure, the board created a fellowship program and named it in her honor, the Maxine Smith Fellows program.

She ignites the light in all of us to be concerned about our fellow man and to take a bold stand against the injustice of others. Touring the Civil Rights Museum with Maxine as the narrator was an unforgettable experience. One of my most memorable honors is being a 2006 Maxine Smith Fellow. That time of listening, learning, and laughing with Maxine is a period that will forever be treasured. My heart is rejoicing because God sent us such a powerful, tenacious, gentle, loving, concerned, and funny person. Now her task on this earth has ended but her legacy will continue to live on.

This message is sent with the deepest and heartfelt sympathy. My heart is aching from the lost of a mentor and encourager, Dr. Maxine A. Smith. I knew of her well before I met her. A great lady and a champion and voice for those who certainly could not speak for themselves has passed. In 2004, I became a MAXINE SMITH FELLOW of the Tennessee Board of Regents from Columbia State Community College. Meeting Maxine Smith was one of the greatest days of my life. It was an honor to be a part of this program named for her and to be the recipient of her love and her encouragement. Maxine Smith's hard work has left its mark across this nation and most especially in Tennessee. I will never forget her and know today that my life was changed because my path crossed hers and I am better because of her influence on me. Fond memories of visiting with the Smiths at their home in Memphis during a Maxine Smith Fellows gathering and walking down the hall of fame bring a smile to my face and joy to my heart. My greatest memory may just be the fact that she included me in her book “Maxine Smith's Unwilling Pupils Lessons Learned in Memphis's Civil Rights Classroom”. We love you Ms. Maxine and will always cherish your conversations, value you and your contribution to Civil Rights, and your advice that was shared with the Maxine Smith Fellows' participants.

If you can help somebody who's in sorrow and pain,

And now I am contented....that my life has been worthwhile,

So if you meet somebody who is sad and feeling low,

In this verse it mentions that God loved the world so much that he gave is only-begotten son, so "everyone" exercising faith will have a chance of everlasting life. No color distinction made. It is encouraging to read how Mrs. Smith did not tolerate the injustices of this wicked world. She followed the words in the Bible at Acts chapter 10 verses 34 and 35. It states: “For a certainty. Her leadership, with the steadfastness she held to her well articulated belief of the rightful access of black citizens to the economic, educational, social, political, employment and entrepenrial opportunities that were afforded white citizens and also her efforts to ensure that blacks should experience treatment fair and equal to that afforded whites in judicial matters set Maxine apart. The many activities she led to make her beliefs a reality set a standard of excellence in civil rights commitment to all, but most especially to the Black Adults and developing young Black Memphians of the Memphis "Jim Crow" environment of the late fifties and the sixties.
Maxine Smith shall forever be regarded as a giagantic force in the gaining of the liberties and the creation of equal rights and opportunity for all memphians.
Maxine Smith set a difficult standard to achieve that serves as a guage for those who are committed to fill the void her departure has created.
I will miss her leadership and friendship.

It was an honor for me to serve with Ms. Smith and the Memphis Branch of the NAACP soon after I arrived in Memphis in the fall of 1968. Truly, a giant was amongst us - fighting for freedom each and every day. I will long remember her sharing with us - we have no permanent friends or permanent enemies. We only have permanent interests. I took that to mean freedom and justice for all.
