Billy, it was a great honor to know you and to call you a great friend and a great protector, you cared about the safety of the residents of West, I will always remember you working security at the Westfest, riding around in the golf cart, awesome job and career, couldn't have asked for a better police officer. My condolences to the Kevil family. I knew Kevil from Waco PD. He and my sister, Mary Ann Higgins were really good friends. I think it was him that would go to my dad's place for dove hunting. He was a really nice man.

I remember Billy from back in the 70's when I was working for local ambulance services in Waco. He was one of the officers you were always glad to see when things started getting a little out of hand. He and I both remember June 12th of 1976 very well. Billy, rest easy my friend.
