I worked with Carlton for many years at NYSDSS and then NYSOTDA. Carlton was an incredibly selfless, modest, and gracious person. He was steadfast in his willingnedss to perform all aspects of his em0loyment and was unflagging in his sense of responsibility to those with whom he worked.
