I worked closely with Frank during our service at the NYS Department of State, under Mario Cuomo, and previously at the Office for Local Government. Frank was a leader and we accomplished much together together during that time. He became a great friend and he is. greatly missed. So sorry for his loss to all his family and friends. Tony Brankman
