This week Tulare lost two of its finest, Jim Goettle and Cy Johnson. Both excellent physicians and wonderfully interesting people. I was the Administrator of Tulare District Hospital for several years (1971 and 1972) and Cy became my doctor. I worked with Jim as he tried to put together a pre-paid medical plan for the Medi-Cal beneficiaries.
