On Monday April 3rd, 2023 the world lost a beloved mother, daughter, grandmother, sister, aunt, and friend. She is survived by her only daughter Kimberly Lowe who spent her life as her best friend, her dear grandchildren Eva, Arie, and Thijs whom she loved to the moon and back, her mother Frances Nadine Lowe (99) of Roanoke, her sister and brother in law Emily and David Helms of Lynchburg, her niece Sarah Reynolds and husband Mark and their three boys Gabe, Luke, and Sam of NC, many family members, and many friends like Susan Van Name, Debbie Harris, Stephanie Hildebrand, Rachel Short, and many more. I imagine she was met by her horse Judy, her dogs ET and Lola, and her favorite kitty Bokitty while leaving her beloved Chihuahua Chi and her two cats Watson and Carol in the care of her daughter and grandchildren. She is sooooo loved and will be missed! A special thank you to all of her caregivers who treated her like family and helped in her care in the last 5 months of her life. She is at peace and free! A Celebration of Life will eventually be held. A marker will be placed at Sherwood cemetery close to her father. Remembering Lucy and her mother Nadine Lowe at this time of year. Have sweet and fond memories and miss them both. We send blessings of love and prayers to them.

Remembering a good friend who was a great mom and grandmother. She loved her family more than anything. I am glad she is free from her body, whole and young again. I miss you and think about you every time I ride by your house. I send love and blessings to you.

I am so sorry to her about your Mom Kim, I remember you and your Mom from childhood memories. Your Mom was always kind and nice to everyone. Prayers to you and your family during this hard time.

So sorry to hear this.She was my supervisor at Brendles department store years ago. She was so sweet and loved her daughter unconditionally. I will always remember that mustang car she had. My thoughts and prayers are with you all

I am so sorry to hear of Lucy's passing. Although we didn't work directly with each other we would talk every time we met in the halls of the Water Authority and she would share pictures of her family including her fur family. I was so grateful that she took Wilson in when I found him as a stray and had too many cats of my own to keep him. And it is good to know he will continue to live on with Lucy's wonderful family. Please find solace in memories of Lucy.

Emily and Kimberly, I worked with Lucy in Utility Billing with Roanoke County before there was a Water Authority. We dealt with a lot and survived. Our good times out weighed the rough times. She was a good friend and co-worker. I use to pick on her every time she had a new dog or cat. I would tell her that there was a sign up on the Parkway that told the cats and dogs that if they needed a home to go to Lucy's House. Lucy loved her family. We would trade stories about our families...
