I am years late in expressing my condolences, but I just found out that "Mr. Carroll", as he will always be known to me, passed away. I had the honor of working for him at Shell Oil when he was V.P. Public Affairs. At the time, we worked with the Natural Gas Supply Association, and he led the first grassroots lobbying campaign ever sponsored by the energy industry - to fight re-control of natural gas. I am saddened that this world has lost Phil Carroll. He was a quiet man and a great man and a credit to those who knew him. I was proud to have worked for him and with him at Shell; I will always admire and respect his memory and his accomplishments. My heart goes out to Charlene and to his sons. He truly was one of the good guys.
