God received another angel this past weekend. Richard L. Cotter, 73, of Billings, passed away Saturday evening, Nov. 15, 2014, while at his home.

Richard and his late wife Betty moved to the Billings area in 1993 from Sidney to be closer to their daughters, grandkids and brothers....
