Read MoreI first knew Rich when I was CONAF El Centro in the late 1980s. My wife Sandi and I returned in early 1990 for a Blue Angels air show, ran into Rich and he offered me a position on county staff. I then retired and remained in the valley until 1997, working under his leadership. So sad to hear of his passing; a good guy to work with for sure.
