RICHARD INMAN Obituary


Richard Headen Inman, Sr., passed away on March 13, 2021, of natural causes at the age of 76, in Las Vegas, Nevada. Rich studied Near Eastern Governmental Systems at the American University in Cairo, Egypt; volunteered in the Peace Corps in Paraguay; and played basketball on a scholarship for California State University Long Beach, California, where he received a bachelor of arts in Political Science and Public Administration. He received a master of public administration from University of Southern California, Los Angeles. The first 26 years of Richs 40-year public administration career began in Imperial County where he holds the record for the longest tenured county administrative officer, having worked 14 years in that position. He taught Public Administration classes at San Diego State University, Calexico campus and served as city manager in Calexico before moving to Mariposa County in Yosemite to work as county administrative officer. Rich retired after a county administrative officer position in San Benito County, California. Rich was preceded in death by his parents, Dr. Verne and Irene Inman and brother, Robert Inman. He is survived by his brother, Thomas (Judy) Inman (Alameda, CA) as well as his beloved children: Amity Herrera of Henderson, NV, Richard (Whitney) Inman, Ryan (Wendy) Inman, Jesse Estrada, Joana (Daniel Brooker) Estrada all of San Diego, CA, and Jessica (Marshall) Martinez of Lake Oswego, OR. Rich was amicably divorced from Diana Moreno of Lake Oswego, OR after 20 years of marriage. They had since remained loving friends. Rich will be missed by his caregiver and mother-in-law, Ana Maria Moreno; grandchildren Jaxson, Austin, Emmie, and Reed; his best friend David Gartshore of Oakland, CA; adopted Dad Chief Nicanor Benny Benavidez of El Centro, CA; and many beloved nieces and nephews. He cherished his pets but it was the 20-year-old America the Beautiful Cat that Rich rescued from the banks of the All American Canal as a tiny kitten who stayed by his side until his last breath. A public celebration of Richs life will be held on Saturday, September 4, 2021, at 12:00 noon at Fort Point National Historic Site, Fort Mason, San Francisco, California. I first knew Rich when I was CONAF El Centro in the late 1980s. My wife Sandi and I returned in early 1990 for a Blue Angels air show, ran into Rich and he offered me a position on county staff. I then retired and remained in the valley until 1997, working under his leadership. So sad to hear of his passing; a good guy to work with for sure.
