Dick was a valued member of the Public Works Department second to none and performed terrific public service for Norwalk. As Mayor, I appointed Dick as the Acting Director of the DPW when a vacancy occurred and offered him the position on a permanent basis but he declined. I always valued his advice because his professional judgement was always well-informed and prudent. I join his family in celebrating Dick's outstanding professional career.
