For some reason, while awaiting Hurricane Dorian, I thought of the wonderful man I worked for when he was Deputy Chief of Mission in Caracas, Venezuela. I googled Richard Bartlett Moon and was shocked to see that he had passed away in March. He was the kindest, most courteous man I ever encountered in the Foreign service. He was a true gentlemen who cared about obtaining the goals of the United States Government in its dealings with Venezuela. I feel most fortunate...
