Even though Roger practiced zoning and land development law for large developers, he was one of the few such attorneys willing to also represent citizens associations. He first worked as the attorney for the West Bradley Citizens Association in 1967 - 51 years ago - when he was a 26 year old trial attorney. I got to know him in 1971 and had the pleasure of working with him over the next 30 years when we called on him to represent us - until 2003, when, unfortunately for us but fortunately...

I had the privilege of being on Judge Titus' jury in Jan 2014 and at the end of our service he came into the jury room and thanked each of us individually. He autographed my copy of his Jury Instructions - an 85 page document which I've kept these 5 years. Deepest sympathy for your loss - a great man indeed.

My sincerest condolences to the Titus family. Before he became Judge Titus I had the opportunity to work with Attorney Titus. Smart, strategic, hard working and dedicated to serving the City of Rockville. He loved his family and his career. Rest peacefully Judge Titus.
