My condolences to Diane, Shundrick and family on the passing of Victor. I had the privilege of working with Victor at the Direcotrate of Contracting and later Medical Command Contracting. We first met when he was n intern and then later he became my supervisor. He encouraged to apply for a position in his section as a team leader. I am so appreciative for the opportunities that he gave me to learn and become more competitive. I owe him much for believing in me and encouraging me to apply...
