JAMES LLOYD Obituary


LLOYD JAMES T. LLOYD James T. Lloyd, a leading transportation law and public policy lawyer, died peacefully at his home of prostate cancer in Bethesda, MD, on December 19, 2013, surrounded by his loving family. He was 72. Jim was admired by his colleagues for his intelligence, strategic thinking and sound judgment and by his friends for his dignity, respect for others and dry wit. The scope of his interests was as diverse as quantum physics to the history of baseball. Jim will be remembered as a man of integrity. He carried himself with grace and always brought out the best in his colleagues and friends. Above all, Jim loved and was devoted to his family. Jim was born in Wichita, Kansas on April 4, 1941, the son of Eugene Lloyd and Edith Howse Lloyd. His maternal grandparents were Edna and William Massey G. Howse. After graduating from Kansas State University in Manhattan, Kansas with a degree in Engineering, he obtained his J.D. at Southern Methodist University Law School in Dallas, Texas, under a full merit scholarship. While there, Jim received the Texas Bar Association of Plaintiff's Attorney Award, was a member of Phi Delta Phi, and was Leading Articles Editor for the Journal of Air Law and Commerce. Jim came to Washington, D.C. in 1966 as an Honors Program trial lawyer with the U.S. Civil Aeronautics Board. In 1967, Lloyd joined Lee Hydeman, a prominent airline regulatory lawyer, and the firm eventually became Hydeman, Mason, Burzio and Lloyd. While there, he represented Continental, Western and other airlines during challenging years for the aviation industry. During this busy time in his career, Jim and his former wife, Jane Keller Lloyd (divorced) had two sons James Jr. and Kevin. In 1987, Lloyd was recruited by Ed Colodny, Chairman of then USAirways, to be General Counsel and strategist in the acquisition of other airlines in the era of deregulation. As Executive Vice President and General Counsel, Jim was a vital part of senior management and oversaw the acquisition of Piedmont Airlines, the largest airline acquisition at that time. He also managed Government Affairs, Properties and Security for the airline. Lloyd's broad role at USAir brought him in contact with his future wife, USAirways VP and Treasurer, Juliette Chiodo Heintze. They have been married since 1993. After nine years at USAirways, Jim returned briefly to private practice acting as "of counsel" to the firm Bryan Cave LLP. During this time, Lloyd was invited onto the Board of Directors of Reno Air Inc. in Nevada and was instrumental in the sale of Reno Air to American Airlines in 1999. Jim was then recruited to Amtrak to be General Counsel and EVP. At that time, Amtrak was beset by political, technological and financial cross-pressures similar to the airline industry, which made Lloyd and his ability to be a calm thinker and consensus builder, a valued asset to the railroad. Lloyd also helped with the introduction of the high-speed Acela. Jim retired from Amtrak in 2002 because of health issues. Jim's interests outside the office were varied and reflected his love of nature where he also had the freedom to smoke his ever-present pipe. Jim was passionate about fly-fishing and mastered that sport by angling at unique venues around the U.S. with his wife, Juliette. Accompanied by his wife and fellow anglers, he also traveled extensively to enjoy some of the world's best trout streams in locations such as Patagonia and New Zealand. Jim also enjoyed skiing with his family, golfing and horseback riding which he learned as a boy on his uncle's Kansas ranch. Jim was an avid reader and had an extraordinary knowledge of history and politics, which he relished discussing with interested friends. As a young lawyer and volunteer, Jim represented accused rioters following the assassination of Dr. Martin Luther King. In later life, he volunteered his legal services to the D.C. Control Board to help in negotiation of fireman and policeman union contracts. In retirement, Jim and Juliette enjoyed visiting historical locations and museums in Europe, sharing adventures with their friends boating in Maine, and experiencing the wonders of Egypt, Russia and other exotic places. Jim is survived by his beloved wife of 20 years, Juliette Heintze Lloyd and his two treasured sons, James T. Lloyd, Jr. of New York City and Kevin M. Lloyd (married to Wendy) of Huntingtown, MD. He also leaves behind his much-loved stepdaughter, Christina Heintze Witmer (married to Grayson) and his adored grandson, Easton D. Lloyd, age 2 (son of Kevin and Wendy). There will be a memorial service at St. Alban's Parish Episcopal Church, 3001 Wisconsin Avenue NW, Washington, DC 20016 on January 4, 2014 at 11 a.m. In lieu of flowers, the family suggests donations in his name to St. Albans Parish Episcopal Church or Montgomery Hospice, 1335 Piccard Drive, Suite 100, Rockville, MD 20850.
