It is with much sadness and a heavy heart that the Stuttering Foundation announces the passing of Joe Fulcher, and integral part of the Stuttering Foundation since 1984. Husband of Stuttering Foundation President Jane Fraser, and son-in-law of its Founder, Malcolm Fraser, Joe passed away on October 6, 2017 after a brief illness.

A longtime resident of Sea Island, GA, he was a native of Texas. Joe earned his bachelor's degree from the University of Texas and juris doctorate from the University of New Mexico. The arc of Joe's career closely followed the Albuquerque-based Lovelace Respiratory Research Institute's growth over the years. Joe first began at Lovelace in 1951 as part of a consulting team for the clinic, which inspired him to join the organization as its director of finance. He rose to a variety of positions at Lovelace, most notably as general counsel of the Lovelace Foundation and later of the Lovelace Medical Center, Inc., the organization set up to combine the medical services of the clinic and the hospital. Joe was also a lawyer in private practice with the Albuquerque firm of Modrall, Sperling, Roehl, Harris and Sisk . Joe's diverse background in the nonprofit world served him well when he started his more than 30 year affiliation with The Stuttering Foundation, a Memphis-based international organization founded in 1947 to help children and adults who stutter. During his more than 30 years of faithful service to the Stuttering Foundation, Joe served in many diverse capacities, including Vice President, Assistant Secretary, Treasurer, and member of the annual audit committee. Joe's dedication to his work with the Stuttering Foundation was an example to board and staff. Under Joe's tutelage, the Stuttering Foundation expanded its global outreach to help 135 nations annually, many in the underdeveloped world where speech services are lacking. Joe's acumen, work ethic and wit will be missed by the entire worldwide Stuttering Foundation family.

In addition to his wife Jane, he leaves four children Joan Bradley, Lee Fulcher, Charles Fulcher, Leslie Fulcher Cylke; and nine grandchildren and seven great grandchildren; two step-children, Jean Gruss of Ft. Myers, FL and Celia Gruss of Miami.

Services will be held at 6 p.m. Tuesday, October 10th at the Edo Miller Funeral Home.

In lieu of flowers, the family requests that memorial donations be made in Joe's name to The Stuttering Foundation, PO Box 11749, Memphis, TN 38111-0749
