Charlotte, North Carolina - Judge Shirley Fulton passed Wednesday morning February 8, 2023, at Asbury in Charlotte.
The second of five siblings, Shirley was born on January 10, 1952 to Margarette and Jacob Fulton of Kingstree, South Carolina. A Duke Law graduate, she was hired as the first black female Assistant District Attorney in Mecklenburg County in 1982, was appointed to the District Court Bench in 1987 and then elected as the first black female Superior Court Judge in the state of North Carolina. Shirley retired from the bench in 2003 and continued in the practice of law and was a leader in the community.
Shirley is survived by son, Kevin Goode (Ginger); grandchildren Kennedy and Dominic Logan; brother Jacob Fulton (Mary) and sisters Linda Fulton and Rosalind Hayes; and nieces and nephews Alisa Hayes, Stephanie Fulton, Toshebia Henryhand, Joe Fulton, and John Moore.
A viewing will be held Saturday Feb 11 from 1-4 pm at A.E.Grier & Sons, 2310 Statesville Avenue, with a service to follow on Sunday Feb 12 at 2 pm at Jane M Smith Memorial Church, 100 Beatties Ford Rd, on the campus of Johnson C Smith University. In lieu of flowers, please make a donation in Judge Fulton's memory to Johnson C Smith University online at https://www.jcsu.edu or call 704/378-1020.

I've been away from the practice of law for a long, long time, but I remember Judge Fulton as one of the most courteous, brilliant, and even-handed judges I ever encountered. She was a credit to the legal profession, her family, and the entire world. She will be sorely missed, but not forgotten. I am sorry to hear this.

Judge Fulton was terrifically kind to me when I was leading Historic Charlotte and asked her to join our Board. She brought deep knowledge of hands-on preservation work, understanding of the political aspects of neighborhood preservation, and wry perspective on the legal framework for our efforts. Her love of community building and her appreciation for the people who show up to do the work were always at the forefront.
I will miss that wonderful smile.
