Roxanne S. Marsh

Concord, NH - Roxane Seymour Marsh died peacefully in her home in Concord, New Hampshire with her husband by her side, on Monday September 22, 2025. Roxanne was born on October 9, 1946 in Hartford Connecticut. Roxanne attended Southern Connecticut State College and married her husband Peter Marsh on July 12, 1969. She was a loving wife and caring mother to her children Ethan and Moriah Marsh. Peter and Roxanne honeymooned in Prince Edward Island and returned there with their family in 2019 to celebrate their 50th anniversary. Her brother Stephen Seymour joined them on this trip, and it was a wonderful family vacation full of cherished memories.

Roxanne was a lifelong advocate for children. She was an ongoing social worker at the NH Division for Children Youth and Families, and she worked to protect abused and neglected children. Roxanne also trained and supported foster parents many of whom were caring for adolescents. It was very challenging work and she worked tirelessly to help the families that she served.

After her work at DCF she worked at the Belknap Merrimack Community Action Program for the Head Start Program. Roxanne supervised the family service workers at sites around Merrimack County. Roxanne enjoyed helping families and ensuring that they received the early education and parenting support they needed for their children.

After her retirement in 2014, Roxanne volunteered for Second Start as a tutor and was matched with Miryam Haroun. Roxanne and Miryam developed a beautiful friendship that included both of their families and spanned the rest of her life.

Roxanne was predeceased by her parents Josephine and Ronald Seymour, and her brother Stephen Seymour who moved to Concord after his wife died in 2021.

Roxanne is survived by her husband Peter Marsh, her son Ethan Marsh, her daughter Moriah Marsh and her husband Jeremy Hathaway and their son Owen Hathaway.

I was sorry to see the passing of Roxanne, she was the Social Worker for a couple of my foster children, she was a very caring person & so easy to work with!

Rest in peace tranquility. I was one of the co-workers that would work tiredly with Roxanne at the capitol. We tried to make it better for the children.
