William Bolger Obituary

GLOUCESTER - William Augustine Bolger, 55, of Gloucester, passed away on Saturday, June 7, 2003, at his home. He was born on Feb. 14, 1948, in Ravenna, Ohio, and spent most of his childhood in Chatham, N.J. He was a graduate of Harvard University and Stanford Law School. He has been a resident of Gloucester County for nearly 15 years. Bill was the executive director of the National Resource Center for Consumers of Legal Services for over 20 years. He was the president of William A. Bolger and Associates, a consulting firm that designed and implemented a legal services plan for the AARP. He was also the president of Bolger Group Legal, LLC, which operated the national legal services plan of the AFL-CIO. He was the author of two books and numerous articles on legal services delivery. He was an active member of First Presbyterian Church of Gloucester, where he has served as elder, deacon, and chairman of several committees. He was a member and past president of the Gloucester Rotary Club. At the time of his passing, he was Commodore of the Ware River Yacht Club, treasurer of the Rosewell Foundation, and a member of the Gloucester Tourism Advisory Committee. In his spare time, Bill enjoyed sailing, tennis, and basketball. He was also a nascent boatbuilder, having nearly completed his third wooden boat, a 20-foot custom camp cruiser. He was preceded in death by his parents, William T. and Virginia Bolger. He is survived by his wife, Anita S. Bolger; a son, Timothy and his wife, Molly, of Durham, N.C.; a daughter, Sarah; four siblings, Rebecca Hickok of Portland, Ore., Thomas Bolger of Florham Park, N.J., Constance Pettit of Fayette, Mo., and Benjamin Bolger of Chatham, N.J.; an uncle, Philip C. Bolger of Gloucester, Mass.; father- and mother-in-law, Ernest and Anita Bailey of River Edge, N.J.; three sisters-in-law, Janet Burch, Marcia Kettrick and Kim Bailey-Manzella; and numerous nieces and nephews. A private graveside service will be held prior to a service celebrating his life at the First Presbyterian Church of Gloucester on Tuesday, June 10, at 3 p.m. with Dr. Eugene Soud officiating. Memorial donations may be made to First Presbyterian Church for the Educational Assistance Fund, P.O. Box 581, Gloucester, VA 23061. Arrangements are through Andrews Funeral Home, Gloucester, Va.

I am very sorry about Bill. I played basketball with him at the Gloucester wellness center over the past five years. He was a true gentleman and my prayers are with you and your family.

Bill was my boss for several years at the Resource Center. I will always remember him for his wisdom, sincerity and friendly advice. He taught me a lot of useful things that I will carry with me each day. And although he will be missed on this earth, I am at peace knowing that I will see him again in heaven. I will pray for his family, friends and co-workers that the pain and sorry will pass quickly and be replaced by happy and fond memories.
