Frances Hooper Obituary

Frances R. Hooper [Miller] died September 24, 2025 at her home in Covesville, VA. She was 76. Fran grew up in Ann Arbor, MI, the daughter of Frank and Grace [Shepherd] Hooper. She attended Hope College and Syracuse University where she received a Master's in Public Administration.

Fran began her working life in Fairfax County, which led her into the public transit industry--- working for WMATA (DC), NJ Transit, DART (Dallas), and American Public Transit Association (APTA) (DC). She was a fierce proponent for women in her field and was proud of the scholarship in her name that helped women further their education in fields relating to transportation.

Fran loved her work, her wealth of extraordinary friends, her life on Fan Mountain (including her irises and hummingbirds) her local Cove Church and especially her husband Dennis Miller. In recent years she experienced the "long goodbye" of dementia.

Fran is survived by her sisters, Celia and Carol, nephews Sam, Jean-Philippe and Sage and cousins in Pennsylvania, Texas, California and New York City.

A memorial service for Fran will be held at Cove Church, Covesville, VA, on Saturday, November 22.
