The family of Russell C. "Boo" Payne of Chesterfield County, Virginia, sadly announces his unexpected death, he was 64 years old (1955-2019). He was predeceased by his father, Wesley Frederick Payne of Charlottesville. He is survived by his children, Conner M. Payne and Mattison Davis Payne; his mother, Norma Jeanne Payne; two sisters, Penny Wood (Whitelar) and Sherry O'Brien (Bill); a brother, Mark Payne, and his nephews and great nieces. Russell graduated from Albemarle High School, Virginia Commonwealth University, and achieved his Masters degree at the University of Virginia. He served in the Peace Corp and spent his career as an advocate of individuals with mental illness. Russell worked in private non-profit organizations, local government, and was a longtime employee of the Virginia Department of Behavioral Health and Developmental Services. A memorial service will be held in Charlottesville on Saturday, May 11, 2019, 3 p.m. in the Chapel at First United Methodist Church. In lieu of flowers, donations can be made to the National Alliance on Mental illness/Virginia at the website NAMI.com.
