SHEARER, Robert Bruce Robert Bruce (Bob) Shearer was born March 31, 1928 in Lexington KY, the 5th of 6 children of Jesse C. Shearer, Sr., and Rebecca Wills. Bob grew up in Lexington, graduating from Henry Clay High School in 1946. He spent two years in the Army, stationed in Kobe, Japan, and then enrolled in the University of Kentucky Law School, receiving his Bachelor of Laws (LLB) degree. He was admitted to the Bar of Kentucky in 1952. In 1953, he married Pearl Castle of Ashland, Kentucky. Bob was an investigator for the Civil Service Commission, and after assignments throughout Kentucky, West Virginia, Ohio and Michigan, he was assigned to Cincinnati in 1957. He took a post in Procurement at WPAFB, and the family moved to Huber Heights in 1958. Later, he served as a trial attorney in the WPAFB Staff Judge Advocate office and professor at the Air Force Institute of Technology. He was also a co-author of Government Contract Law. He volunteered for Model Cities legal services in the 1970s in Dayton. He was also admitted to the Federal bar, and many other federal courts, including the Armed Forces Board of Contract Appeals and the Supreme Court of the United States. In 1974, he retired from Federal service and began private practice, specializing in government contract and construction contract law. He also taught for many years as an adjunct professor in the College of Engineering, Professional Development Division of the University of Wisconsin - Madison, and traveled across the United States and Europe, including Germany and Alaska. In 1999-2000, Bob contracted with the Bureau of Indian Affairs, researching and reporting on the relationship between American Indian tribes and the Federal government. Bob was active in Huber Heights civic matters, serving on the Board of Zoning Appeals and the Community Improvement Corporation. He was a founder of the H. H. Decima Corporation, and active in the Wayne Township Civic Association. Bob was admitted to the Bar of Ohio in 1968, and as an attorney for the WTCA, he fought against the annexation of Wayne Township and helped secure the incorporation of Huber Heights. Bob died in Marin County, California, January 9, 2013. He resided at WindChime of Marin, a memory care facility. He was buried in Ashland , Kentucky. Bob was preceded in death by his parents, a step-father, 3 brothers and 2 sisters; and his beloved wife, Pearl, in 1988. He is survived by Terrie (Jim) Gutwein, of Kettering; Cindy Shearer of San Rafael, CA, and Rob (Mary Alfred) of Beavercreek; grand children Katy (Jonathon Smith), and Richard Gutwein, of Raytown, MO; Jason Mahood of San Rafael, CA; and Ashley Shearer of Huber Heights, OH and Bruce Shearer of Clayton, OH; Ted Alfred of Beavercreek, one great grand child, Ian Parker Smith of Raytown, MO; one step-great-grandchild, Brycen Dean of Edmond, OK; and a sister-in-law Betty Jo Castle of Ashland, KY.
