Thelma Colbert Obituary

Thelma Quince Colbert, 54, a former assistant U.S. attorney for the Northern District of Texas, passed away Tuesday, July 20, 2004.

Funeral: 11 a.m. Monday at First Baptist Church, Bay Springs, Miss. Burial: Bethlehem Cemetery, Bay Springs, Miss.

Memorial service: 11 a.m. Monday, Mount Zion Baptist Church, 1101 Evans Ave., Fort Worth.

Thelma Quince Colbert, the fourth child of Margaret and the late Abraham Quince, was born Nov. 20, 1949, in Bay Springs, Miss.

She was an honor graduate of Bay Springs Vocational High School and Jackson State University and a member of Alpha Kappa Alpha Sorority, Inc.

Thelma graduated summa cum laude and first in her law class at Southern University Law Center in Baton Rouge, La., obtaining a juris doctor degree in 1975.

She was appointed assistant U.S. attorney for the Northern District of Texas April 27, 1990, by then-U.S. Attorney General Richard Thornburgh, charged with developing the Affirmative Civil Enforcement Unit. She was health-care fraud coordinator, supervisor and lead assistant for the unit, overseeing significant litigation involving civil fraud and health-care claims.

As an assistant U.S. attorney, Thelma recouped hundreds of millions of dollars on behalf of our citizens.

Formerly, she was a trial attorney in the civil division of the Department of Justice in Washington, D.C.; principal in the law offices of Thelma Quince Colbert in Stamford, Conn.; and outside counsel to the American Arbitrator Association.

Thelma received an award for obtaining the largest civil settlement ever in connection with a single FSA case.

She was 1998 Distinguished Alumnus of the Southern University Law Center and inducted into the Southern University Law Center Hall of Fame.

She was active in the Fort Worth chapter of the Links, Incorporated; Jack and Jill of America, Fort Worth chapter; and Mount Zion Baptist Church of Fort Worth.

Survivors: Daughter, Kristina Margaret Colbert of Fort Worth; son, Winfred T. Colbert Jr.; grandson, Nazmir Colbert of Akron, Ohio; mother, Margaret Quince of Bay Springs, Miss.; sister, Lizzie Anderson of Gloster, Miss.; many other relatives, friends and colleagues across the nation.
