Howard Payne Obituary

Howard Franklin Payne, 71, of Ijamsville, MD passed away on June 20, 2020 at Frederick Health Hospital in the company of family after a courageous battle against multiple myeloma.

Howard was a highly respected leader and beloved friend to many in the Frederick and the broader western Maryland areas. He was involved in many business and charitable service communities. He founded and served as president of the award-winning H.F. Payne Construction Company* (later H.F. Payne Homes). He served twice as president of the Frederick County Builders Association, and was president of the Maryland State Builders Association. Giving back to the community and serving others was central in Howard's life through his membership in the Good Samaritan Group of Frederick Health Hospital and the Frederick Rotary Club. He also served on the advisory committee of the Career and Technology Center for Frederick County Public Schools, was chairman of Corporate Fundraising for the Big Brothers Big Sisters Frederick Division, and was president of the church council of Living Grace Lutheran in Urbana, MD.

An avid pilot and aviation enthusiast, Howard had a passion for flying with family and friends. He dreamed of one day developing his airstrip into a local airport and restoring his 1967 twin-engine Aero Commander 680V Turbo aircraft. He loved his lake house at Deep Creek Lake, MD, and often took his sons there on weekends for boating, water skiing, camping and hiking. In his early career, he taught Industrial Arts, while honing his fine woodworking skills. He imprinted this love of this craftsmanship, and dedication to hard work, on his sons.

Born in Washington D.C. on October 16, 1948 and raised in Mount Rainier, MD, Howard was the son of the late Howard S. and Elizabeth Payne. Howard is survived by his life partner, Joy Fernon of Ijamsville, MD; former spouse and mother of his children, Barbara Payne of Brookeville, MD; son, Howard "Chip" Franklin Payne II and his wife Deirdre Lunn of Columbia, MD; son, Craig Michael Payne and his wife Stefanie Payne of Elkridge, MD; granddaughters Matilda Payne and Amelia Payne (by Chip and Deirdre); brother George Payne and his wife Mary Payne of Middletown, MD; sister Katharine Wetherell of Mount Rainier, MD; sister Margaret Raymond of McLean, VA; sister Betty Payne of Mt. Airy, MD; nieces Marina and Chrissy (by George and Mary); and niece Pam Weber (PJ) and nephew Russell Raymond (Laura). Howard is also survived by his close friend and business accountant of over 30 years, Danielle Newcomer of Stevensville, MD, and close friend, Gary Yost. Howard was predeceased by his life partner and sales manager for H.F. Payne Homes, Jody Gillespie.

Family and friends will have an opportunity to remember and celebrate Howard's life at a memorial service at Howard's farm. I knew Howard 60 years ago. His family lived across the street from my grandparents, the Carlson’s, in Mt. Rainer Maryland. His father worked at the Government Printing Office with my grandfather. When I would visit my grandparents, I sought out Howard as soon as I arrived. We had great fun pretending all kinds of adventures, using an old shack on the property as a clubhouse. He was funny, energetic, imaginative and entertaining. I lost track as we both moved on to high school, but heard that
he went on to tremendous successes. What an accomplished person. My belated condolences to his family.

I met Howard in High School. We connected with our love of performance cars. He had a maroon 64 GTO and I had a silver 55 chevy. We lost touch after graduation but I was aware of his success in the Frederick area home construction market as I too made a career in the construction industry. We saw each other briefly at our 50th Class reunion in 2018. His passing came as a great shock. My condolences to his Family and friends.

Howard was a great man and friend during my years of employment with him and through him I was allowed great opportunities that helped me to develop as a Construction Manager . He always had my well being in mind and would always ask how are Cindy and the children. It was an enjoyment to work for him and to get to know him personally. One of the things he and I remembered most when we would bump into each other was a sayings I often used during our construction meetings "Is it a Need or a Want". Mine and Cindy's blessings go out to the family.

It was with great sadness that I learned of Howard's passing. Our friendship began 50 years ago as we both began teaching careers. Howard quickly moved on into the construction industry and I remained in education. He provided me with much needed weekend and summer employment for almost 30 years. Flying together to work on his Deep Creek properties was always a thrill. I will always remember the great times we had boating and his learning to slalom ski. Our hunting trips and so many other great memories! I will always be grateful to Howard for his assistance in many ways.
My condolences to Joy and Howard's family. He was a wonderful man and friend and will be sorely missed.

Howard was a dear friend for the past 20 years, and we have so many great memories of good times spent together. Although the past few years were a challenge for him, health-wise, Howard never gave up hope and continued working round the clock. We will miss Howard's humor, his wonderful storytelling, his smiles, his sense of adventure, his loyalty, his professionalism, and his willingness to help wherever needed. We truly admired his many talents and - especially - his courage and fortitude in the face of adversity.
