I met Severo when I was first starting out in local government in the 1970's. He was one of my mentors and posessed all of the character traits that are critical to being a successful City Manager. He will be missed.

Severo was a leader among professional local government managers. He served in many organizations of differing sizes, serving diverse communities - and in varying roles. in each of those, Severo was outstanding.
I worked for Severo in Pomona and had the opportunity to observe first-hand his leadership in action. He led with integrity, creativity, high energy and good humor. Those were among the character traits that ran through the example he set for colleagues and for his employees. A finer human being there hasn't been - he is missed.
