Debra "Debby" Dawn Neer

June 28, 1956 - July 8, 2025

It is with broken hearts we announce the passing of Debra "Debby" Dawn Neer. Debby joined the angels on July 8th with her loving family by her side. She was 69 years young. Debby was born on June 28th, 1956, in Prineville Oregon to Cecil and Judy Keillor. She was the eldest of three brothers, Dale, Dan & Darryl. During her high school years Debby was active in track & played the Saxaphone. She wrote a solo for the home coming football game. Debby graduated as class Valedictorian at Wasco County Highschool, she then moved to Salem & attended Chemeketa community college & waitressed at the Kopper Kitchen. Years later she met Allan Neer while she was bartending at the Moose Lodge & they married in 1982. They had a son, Brian Neer together & Allan helped raise Debby's three children Dan Rupp, Cathi Rupp & Marie Corey from previous relationships. As a family they enjoyed camping at Yellow Bottom, going to the fair, attending Debby's softball games and Tuesday night Bowling league to name a few. On October 17th, 1984, Debby became a licensed Tax Consultant & she just completed her 41st tax season as owner of Neer's accounting and payroll. She built strong relationships with her clients over the decades; they often brought her flowers & gifts every tax season. Debby had a strong love for animals. Every morning before starting her day she would feed her birds & squirrels. She loved Pomeranians. Penny, Pixie & Patty were her beloved dogs. She was a huge NFL & Oregon state beavers' fan, often keeping a binder of stats. She was a strong supporter of Breast Cancer Awareness. She spent many years on a Bowling and softball league. She enjoyed crossword puzzles & watching Stephen King movies. She did exceptionally well at Wheel of Fortune & Jeopardy. Over the last 5 years she looked forward to a cabin trip every Memorial Day weekend with her Husband and Kids. She was at peace in nature, feeding the animals & sitting by a huge fire. Debby was a devoted mother & was always their biggest cheerleader in their endeavors. Her love was unwavering & her generosity had no boundaries. To all who knew her she was loving, kind, compassionate, strong, brave, caring and mindful, never forgetting a birthday or anniversary. She gave whole heartedly with no expectations of anything in return. She truly defined unconditional love. Debby is survived by her Husband Allan Neer, two Sons, Dan Rupp & Brian Neer. Two daughters Cathi Rupp & Marie Corey. Two brothers Dan & Darryl Keillor. Nine grandkids & one great granddaughter. "Gone from our site, but never from our heart". We will be having a celebration of life in August at Kings Circle Church. Date & time to be announced.

My heart hurts with this news of Debby's passing. What a kind, capable, and genuine person Debby was. She was my tax lady and I truly enjoyed visiting with her over "papers" and such. My heart goes out to Dan, at the loss of his precious mother. God give the family grace and comfort at this time. May Jesus hold you tightly Debby!

Alan and family, Matt and I are so sorry for your loss. Besides being a terrific athlete, Debby was a true gem! From making spaghetti dinner for CHS football players on Thursday nights, to cheering on teams with the other moms and supporting other school activities, Debby was always happy to contribute her time and energy. She was also another mother to many kids besides her own, which I know made a difference in their lives.
