He was born on January 20, 1965 in Port Jefferson, N.Y., to Albert "Al" Phillips of Glastonbury and Nancy (Matthews) Phillips of Sterling, Va. Neil attended public schools in West Hartford and Glastonbury, where he was on the Glastonbury High School wrestling team. For the past several years Neil resided in Norwich. Neil had gained prominence as a quality house painter in both the Hartford and Norwich areas. Neil was an avid bicyclist and would travel hundreds of miles per trip. He was, in particular, a 'free spirited' outdoorsman and loved the woods.

He is survived by his parents and stepmother, Susan (Pratt) Phillips of Glastonbury; four brothers, Albert Virgil Phillips Jr. and spouse, Melody, of Jacksonville, Fla., Stephen Wendell Phillips of San Francisco, Karl Roger Phillips and spouse, Kathleen, of Purcellville, Va., and Perry Douglas Phillips and spouse, Jill, of Mansfield; sister, Mildred Annette Phillips of Idyllwild, Calif.; step-brother, Scott David Soule and spouse, Dydee, of Milford; and step-sister, Karen Fay Doucette and spouse, Michael, of East Hartford; and sixteen nephews and nieces. Neil was predeceased by a sister, Teresa June Phillips of Manhattan Beach, Calif.

A funeral service will be held on Saturday, Jan. 19, at 11 a.m. in the Glastonbury Funeral Home, 450 New London Tpke., Glastonbury. Internment will follow in Green Cemetery, Glastonbury.

A memorial service will be held in Norwich Tuesday, Jan. 22 at 2 p.m., in the Southeast Mental Health Authority Bldg. 301, 401 W. Panes St. (Rte 32).

Neils eyes would sparkle when he talked about biking. His love of art touched me as well.I am not an artist let alone a painter.Neil shared a oil painting technique with me that caused a still present love of oil painting. Neil painted a canvas of passion of life and love for others. I can only hope to be 1/4 the person Neil was. He is loved and missed.

Dear Neil's Family,
Neil was a friend of my daughter, Heather, in Norwich. He was always a gentleman and a kind soul. He rode his bike up to Farmington in June and painted some of my windows, my deck, etc. Such a perfectionist. May he rest in peace. My sympathies to you.

Dear Phillips Family,
On this day which would have been Neil's 43rd birthday, I just wanted to let you know that you are all in my thoughts and prayers. I was so sad to learn of his passing, and I have been reflecting back on some of the times that we shared in high school and after. He was a kind, gentle, and genuine soul.

Last week as I was teaching a class of first-graders, one of my students looked at me and I was struck by his eyes and facial expression... he reminded me so much of Neil! The little boy was smiling and goofing off a little, and I thought, "That is Neil just letting me know that he is okay through this little boy."

Please know that Neil will always hold a special place in my heart.

Peace,

Neil playing his Kramer Guitar

I will miss my good friend Neil, one of the best friends anyone could ask for, he worked as hard as he played, he was a fair boss and a patient teacher, his antics and gift for physical comedy are what I will miss the most and remember. I am greatful for the trade that he taught me, and the good times we shared. See you on the other side.

Laughter. Uncontrollable, fall on the floor, laugh till you cry, laughter! I will never forget all of the stories of "frisco", and of all of the crazy adventures and people Neil met along the way. But underneath it all was a truly wonderful, observant, deep, caring individual. He will be deeply missed, but never forgotten. I'm sure there is a lot more laughter in Heaven right now!

I just saw of Neil's death in the Glastonbury paper. I went to grade school and high school with Neil. I have a lot of memories and although I haven not spoken to Neil since those days, I am so sorry to hear of his passing. Although we traveled in different circles he was a very funny and nice guy.
