IT WAS MY EXEMPLARY POLICE SERVICE THAT BROUGHT HIM TOGETHER WITH AARON COWELS, CAPTAIN OF POLICE, WHO BILL HAD AN ON-GOING RELATIONSHIP WITH. WE USED TO REFER TO BILL RUBY AS,"JAY-WALKING" BILL RUBY.
