Cookie was my truly great friend and colleague. I learned much from her, and I am sad to know that we are now without her wisdom and love. Cookie's laugh could make a room full of beaurocrats sit up and take notice, and her strong values about "doing the right thing" for people with disabilities should be an ongoing example for all of us. We will miss her, and we will remember her many contributions.
