Mrs.Lowe and Family,I so sorry to learn of Joe,s passing.It has been close to forty years since we were neighbors at the Isabell St. Housing.I remember playing with all the other kids and hanging around the little park right behind our houses.Those are the memories I will keep. Bedford was a client of the Family & Children's Society since 2004. He had a faithful aide Vietta for several of those years. We were shocked and saddened to hear the news and we will truly miss him. My thoughts are with the family at this time. I just talked to Joey sunday evening and we shared a few laughs, I'm stunned and saddened by this news.
Joey was a good man who loved his family and would give the shirt off his back to those he called a friend. 
He did his job better than anyone and I always picked his brain about the business. He made me a driver when I was a know nothing "rookie".
R.I.P. Joey, I'll miss you but you are in a better place. Heaven just got one hell of a dispatcher.
