He leaves behind his wife Catherine Elizabeth Walker Higgins. His children: James Connelly Rice, (wife, Julie Ann De Joya Rice), James Matthew O'Higgins, Joseph William Higgins.

Everything he did in life he did with conviction and determination.

PeeWee football. West Covina High school football. Captain of the team from the C level thru to the Varsity Level.

Claremont Men's College. Political Science and Economics major. He loved literature, poetry and devoured history. Always educating himself, he had an unquenchable thirst for knowledge.

He loved nothing more than an intense debate about politics or any current events. Everything he did he gave it his All! He loved to golf, particularly when he did so with his family in Trophy Club TX.

Born in Flint Michigan but at age 9 moved to Southern California where he grew up and attended college. He met the love of his life Cathy in high school and they were never apart for 59 years, married for 54 of those years. In 1986 moved to Trophy Club TX where he fell in love with the Lone Star state and was always happy there. From 1992 to 2001 he lived in Louisville KY but finally returned to the Lone Star state where he and Cathy lived until he lost his battle with many health issues. He fought the good fight for many years but finally he did not have the strength to continue. He passed peacefully at home to be with the Lord and no longer be in pain and suffering.
