Cleo Phelps was born on April 28, 1954, to Willie and Cleo Phelps Sr. in St. Paul, Minnesota. She peacefully fell asleep on November 23,2024, at the age of 70. Cleo was a beloved mother who loved and cherished her 4 children and 10 grandchildren. Cleo's life was a rich tapestry of creativity, love, and adventure, and she will be deeply missed by all who knew her.

A gifted home interior decorator, Cleo had a remarkable eye for design, transforming spaces into warm and welcoming homes. She was also a talented poet and dancer, expressing herself through words and movement with grace and beauty. Over the course of more than 30 years, Cleo thrived as a successful real estate investor. In addition to her professional pursuits, Cleo loved bid whist, ping pong, billiards, and bowling. All her hobbies embodied her multifaceted character. Cleo knew how to enjoy life and approach challenges with energy and determination. Her sharp mind and love for these games reflected her spirited personality and her ability to bring joy to any gathering.

Cleo had a deep love for travel, finding joy in exploring places even by herself. Her travels took her to many corners, and she cherished the memories of each adventure. Her wanderlust reflected her zest for life.

Cleo had a profound impact on others, radiating positivity and grace. Her wisdom and forgiving nature made people feel supported and inspired, while her ability to always smile and remain resilient in the face of challenges was such a beautiful trait she had. On top of that, her fashion sense added to her charisma, effortlessly making any outfit stand out. She embodied a combination of inner strength and outer elegance that made her a truly remarkable person.

She is preceded in death by both parents Willie and Cleo Phelps Sr.; brothers, Cleophus Davis, Willie Phelps Jr., Michael Phelps Sr., Russell Phelps, Nathan Ford, and sister Barbara Webster.

She leaves to cherish her memories her four children Maurice Jackson, Marcell Jackson, Monica Jackson, and Monique (Alfred) Barksdale; 10 grandchildren Nygel Jackson, Justin Jackson, Sydney Jackson, Justin Jackson, Jaden Barksdale, Brooke Jackson, Elisha Lane, Nyeema Jackson, Alana Lane, Cameron Barksdale, and Jayce Lane ; Four sisters, Connie Davis, Elaine Powers, Darlene (Ronald) Lacefield, Charlene Phelps; 2 brothers Ronald (Donna) Phelps, and Gregory Phelps; best friend Brenda Burroughs and a host of relatives and dear friends.

Special Thanks to Charlene Phelps for sticking close to her sister until the end.

Services will be held Saturday, November 30, 2024, at the Barbara Dean Community Center located at 6600 Broadway Merrillville, IN from 12:00pm-3:00pm. The repast will be at Tooties Bar and Grill located at 1910 N Main St Crown Point from 4:00pm-7:00pm.
