Francis Winslow "Frank" Westerman, born on January 29, 1942, in New York, NY, passed away peacefully on January 16, 2025, in Tampa, FL, at the age of 82.

Frank proudly served his country as a member of the United States Army Military Police from 1964 to 1967, including a year in Vietnam. After his military service, he began a distinguished career in law enforcement. From 1967 to 1969, he served with the Westchester County Parkway Police Patrol Division before joining the Greenburgh Police Department. Over the next 12 years, he worked in both the Patrol and Detective Divisions, earning respect for his dedication and professionalism. Frank also served as a volunteer firefighter for the Hawthorne Fire Department.

In 1985, Frank relocated to Palm Harbor, FL, where he embraced new ventures as a licensed fishing boat captain, real estate agent, and antiques dealer. Later in life, he worked as a security officer for two hospitals in the Mease Health Care system.

Frank found joy in life's simple pleasures. In his younger years, he enjoyed flying, motorcycle riding, and photography. Later in life, he cherished fishing, golfing, kayaking, and sushi nights. He loved domino games with family, watching science and nature programs, and late-morning breakfasts at First Watch. A lifelong lover of music, Frank wrote hundreds of songs and played guitar for over 60 years. Strong in his faith, he attended St Ignatius Catholic Church for many years, and was a member of the Knights of Columbus. Above all else, he treasured time spent with family.

He was preceded in death by Jacqueline, his first love and mother of his children; his daughter Heather; his brother Patrick; and his sister Ceil. He is survived by his daughter Jennifer (Eric); his beloved grandchildren Kyle, Lorelei, Drew, and Caleb; and his sisters Kathleen and Mary. He is also remembered by many nieces, nephews, and friends.

A Funeral Mass will be held on February 15, 2025, at St. Ignatius Catholic Church in Tarpon Springs at 11:30 a.m., followed by a celebration of life reception at the home of his daughter in Lutz.

Frank will be remembered for his adventurous spirit, humor, and the love he shared with those around him. May his memory bring comfort to all who knew him.

The first time I went out to breakfast with Frank, I felt like I was having breakfast with a celebrity. Almost everyone in the establishment knew him by name! The employees were giving him hugs/kisses, they all knew his order by heart, and many customers stopped him to ask how he´s been doing. He made families around the table laugh with his silly jokes and little kids smile when playing "peek a boo" with them, using his iconic cowboy hat! It was beautiful to see just how much the community enjoyed his company.
