Richard was born October in Philadelphia. Richard spent his youth between a farm in Sicklerville, NJ, and South Philadelphia. He graduated from Gloucester Twp Schools, and Glassboro State College, where he obtained a Bachelor's degree in Education and Masters in Administration.

He was a Gloucester Twp Educator teaching at Gloucester Twp School, Charles W. Lewis School and Vice Principal at Glen Landing School, where touched the lives of thousands of students. He was a tough but fair Administrator, and the role of Vice Principal comes with that. He mentored many students, employees, and particularly several nephews.

He was an avid baseball player and fan. He loved horses and owned many through his life. He tried out for the Phillies minor league squad at Reading. He was active for many years in local and youth baseball.

An avid fan of Gone with the Wind, Classic Movies, Civil War History, 1950s and 1960s Rock and Roll, and a record, movie memorabilia, and car collector.

Richard also worked at Twinkist and Blackwood Liquers, family businesses in his youth. He drove truck for Reggies Liqueur and owned several landscaping businesses in South Jersey.

During a Lake George vacation in 1992, with much of his sister Barbara's family, his great niece gave Rachel him the nickname "Uncle Honey" it stuck.

Richard was predeceased by his father Stonewall Parker (1976), mother Dorothy Parker (1973), his brother Steven Parker (2018), Sister Barbara Rigney (2021 ), son Donny Parker and first wife Darlene and daugher Debbie Parker. He was the last survivor of his generation of the Parker-Inzillo (1929) marraige.

He is survived by son Richard and wives Delores, Faye and Debbie. His funeral services were private and he is interred at Parkview Cemetery, at Kirbys Mill, Medford, NJ
