Dr. Bob was one of the clearest, toughest, most visionary thinkers it has ever been my privilege to know. In the 90's as a consultant to 3M he spent five years working with Rich Averill and a team of coding specialists and physicians developing the initial version of ICD-10-PCS, a much-overdue update to the procedure coding system used to determine payment, track quality, and perform data analysis of procedures performed in the hospital. After 16 years of political tussles and delays, ICD-10-PCS was finally implemented in 2014 in the U.S., and has since been adopted by the national ministries of health in Belgium and Spain. Because of his work on this and many other projects, his contribution to improving the quality of healthcare data throughout the world is incalculable. For me personally, Dr. Bob was my mentor and friend. He taught me what I needed to know to carry on the work of ICD-10-PCS, and even though it has been eleven years since he retired from 3M, I still channel Dr. Bob when I am trying to noodle my way to clarity. You are one of a kind, Dr. Bob. Rest in Peace.

Even though I knew him throughout my whole childhood, I learned so much about his life today! John Glenn?!! Iceland? And to hear that he was already retired by the time Maureen and I met in Kindergarten, and all the great things he went on to do after that -- that's a pretty amazing life lived. I'm sending lots of love and hugs to all the Mullins as you celebrate your wonderful dad. He will be missed terribly.

Dr. Mullin was a champion for the work of the team at Yale and later at HSI and 3M on the health data technologies that he helped develop. We became very well acquainted when I joined HSI. Dr. Bob readily agreed to have hospital executives come to St Raph's to learn, many from NY, who of course already knew everything. Dr.Bob loved tangling with these know-it-alls, no surprise. They and I both learned a lot - Dr.Bob never let you get too comfortable that you'd learned all you could. Thank you, Dr. Bob, for that.
