William John Celio, beloved husband, father and friend, went peacefully to God's house on April 10, 2011. Bill was born July 5, 1944 in Chicago, son of Dominic and Eileen (Kroggel) Celio. He graduated from Lindblom High School and the University of Illinois. He was employed by the Illinois Power Company for eight years before moving to Michigan. He worked for the State of Michigan in the Public Service Commission from 1974-2004. After retiring he did private consulting from his WJCC office.
He married Jeanette Soso on August 12, 1967 and they had two children, Gail Jean and William John. She preceded him in death. A new family was created when he wed Mimsy Case on July 31, 1982. Bill's hobbies were crossword puzzles, coin collecting, playing and coaching soccer, sailing and spending time at his northern home near Burt Lake. He was involved in Scouting for 25 years and became an Eagle Scout. He was a member of Lansing Sailing Club and Ascension Lutheran Church.
He is survived by his wife, Mimsy; daughter, Gail of Minneapolis, MN; and son, Billy of Northridge, CA.

Dear Mimsy, Gail and Billy - We were so sorry to learn of Bill's passing. We enjoyed being with him when we were in Chicago and then talking to him on
the phone. He was a good friend who was very easy to talk to. He had a big heart, and we feel fortunate to have been able to call him a friend.

He is at rest and with God, and for that we're grateful. We'll remember him always. Our thoughts and prayers are with you.

While I haven't seen Bill in nearly 16 years, I have very fond memories of working in the Communications Division of the PSC where he was the Director. Bill was instrumental in helping me keep my job during the infamous Engler administration bumps of 1991. Twenty years later I am still very grateful to him for that. I also remember how he took care of those who bumped into the Division and worked hard to rectify their situation by bringing them back up to the level they lost.

I had my first child while working in Bill's Division. I was scheduled to testify as an expert witness around my due date. Bill made sure I knew that the baby I was carrying was more important than anything at work. It turned out that I did end up having problems toward the end of the pregnancy and Bill ended up testifying in my place.

I shared some of these memories with Mimsy today, but I wish I had also communicated to Billy and Gail what a great man I thought their father was. My thoughts and prayers are with all of you during this most difficult time.

Mimsy, Gail, Billy...I am so sorry I was out of the country and unable to attend. Bill was my boss, my friend, my mentor, and the most honest and honorable man I ever met. We are much richer for having had him, and much poorer for his early exit.

Bill Celio, was an avid sailor and needed someone to sail with him. I knew nothing about sailing. Bill was patient and was able to teach me not only the basics, but also the finder points of sailing. On weekends and holidays we would take our families to Regattas, where we would race and enjoy the water, wind and sometimes rain. Win or lose we always enjoyed the challenge. My fondest memories of Bill are the times I had sailing with him, they were remarkable.
May the seas always be calm, and the winds forever to your back.

Bill was a fair-minded, logical thinker who had my utmost respect. He was also a good listener with a quick wit. I have fond memories of our regulatory discussions. Rest in peace, Bill. I just know that the Good Lord welcomed you with open arms.

Bill was a dedicated regulator and a counselor to many of us. We are sorry for the loss of a fine person. I say this for myself and many Michigan Electric and Gas Association members who worked with Bill over the years.

Bill Celio: man of strong convictions, always fearless and faithful to uphold them against all odds; husband and father whose conversations always radiated with love for his family; staunch friend despite our all too frequently finding ourselves across the table -- I scarcely can accept you're gone. I will miss you, Bill. May the gracious Lord give your family peace and comfort.
