Donald Carr, 65
WASHINGTON, D.C. -- Don Carr died on Nov. 13, 2013, at George Washington Hospital, after a courageous battle against cancer.
He was the beloved husband of Celia Lin and father of Rafael Carr and Alexina Carr Seedorf, from his first marriage to Judith Naiman. He is also survived by his loving mother, Eunice Carr of Saco; and younger brother, Paul Carr and wife Lynne of Kennebunkport.
Don graduated from Cornell University and George Washington University Law School. He was the Managing Partner, from 1995-2002, of the Washington office of the N.Y.-based law firm, Winthrop, Stimson, Putnam & Roberts (which later merged and became Pillsbury Winthrop Shaw Pittman LLP) and the co-leader of Pillsbury's Environment, Land Use & Natural Resources Practice Group. He handled a wide-ranging national and international practice focused on environment, natural resources and energy issues.
Before going into private practice, Don worked in the Land and Natural Resources Division (now the Environment and Natural Resources Division) of the Department of Justice, where he was responsible for activities related to the environment, natural resources, land management and Indian affairs. He also served as Acting Assistant Attorney General in 1989.
He had recently completed work on a biography of his friend, Elliot Richardson, which he had hoped to publish.
Don's passing is a great loss to his family, friends and colleagues. His unique range of capabilities and skills and his meticulously maintained network of contacts in political and environmental circles are renowned. He brought intelligence and decency to every interaction and was admired and beloved for it.
Don took great and understandable pride in his life-long work on conservation issues, serving on the boards of the National Audubon Society, the RARE Center for Tropical Conservation, the National Council of the World Wildlife Fund and the Advisory Council of the National Fish and Wildlife Foundation.
A memorial service will be held at 4 p.m. on Tuesday, Dec. 17, 2013, at The Decatur House, 1610 H St., N.W., Washington, D.C.

Dear Carr Family - I had the pleasure of working with Don at DOJ/ENRD. His contributions to the "Lands" Division are legendary. He was an intelligent, compassionate man who cared not only for the environment but his fellow man. He always had a smile on his face and a kind word to share. It was an honor to have known him.
