Born on March 16, 1966, in Stafford, CT, Allan was the son of the late Olin and Gladys Stowell. He was raised in Enfield and attended local schools. In his younger years, Allan enjoyed sports and camping and valued time spent outdoors.
Allan is survived by his brother, Bruce Stowell of Enfield, and several nieces and nephews. In addition to his parents, he was predeceased by his oldest brother, Wayne Stowell.
