Barbara Elizabeth Jackson

Barbara Elizabeth Jackson was affectionate, loving, hardworking and always put the needs of others ahead of her own. She was the youngest of four daughters, born to the late Reverend Lawrence A. and Mrs. Mary F. Jackson on December 25,1944 in Richmond, VA. On September 3, 2025, she departed this life, in Richardson, Texas after a long and serious illness. Throughout her entire journey with her health issues, she continually spread joy and showed remarkable strength.

Barbara was educated in the Prince William and Loudoun County school systems. She earned a B.S. degree in Business from Virginia Union University where she was also inducted into Delta Sigma Theta Sorority, Incorporated. She did post graduate study at Columbia University in New York City and jump started her career as a budget analyst.

Barbara's Christian life began at Olive Branch Baptist Church in Haymarket,VA. where her father pastored and where she became endeared to the church family. When her father became pastor of Mount Pleasant Baptist Church, Aldie, VA, she was an active member and served there until she moved to Fairfax County and attended several churches. Her faith was the cornerstone of her life, grounding her in her roles as a daughter, sister, mother, and friend. After moving to Washington, D.C. she joined New Macedonia Baptist Church, Reverend Patrick Walker, pastor. She was a beacon of faith, compassion and kindness, as a member there, always ready to lend a helping hand, until she moved to Texas.

Her career path in the finance arena extended from New York City to Fairfax County to Washington, D.C. where she retired. During her tenure, she served as one of the first African American budget analysts for the Department of Management and Budget in Fairfax County Government. She was responsible for working with assigned county agencies and agency staff to analyze budgetary needs, and monitor agency fund status. Her calm and engaging personality allowed her to effortlessly work with staff to achieve Department of Management and Budget goals and objectives.

Barbara was fun loving, generous and kind-spirited . She developed many lasting friendships during her life, She enjoyed family gatherings, attending class reunions and VUU Alumni chapter events. Barbara and two of her college friends, Veronica Henderson and Patricia O'Meally were practically inseparable throughout her life. She also kept in touch with many of her high school classmates. With her infectious smile and laughter, she turned ordinary moments into extraordinary ones. Her ability to light up a room will be deeply missed by her family, friends and colleagues.

In extending her profound love and devotion to her son, Dwonie Foye, whom she leaves to mourn her passing and cherish fond memories, after discovering the extent of her illnesses, she sold her beautiful home in Washington, D.C. and bought a home in Texas where she could live her final days with him. Her loving spirit is carried on by a granddaughter, Anisa, a heart broken big sister, Esther Washington, a loyal niece, Patricia Willis (Kevin), two nephews, Michael Watkins and Stanley Washington, Jr., four great nephews, one great niece, an aunt, Lena F. Harris, several cousins and numerous friends, as well as Dwonie's dear friend, Jacqueline Ortega and her son, Raheem Ortega, who were loyal care givers to Barbara, at their home in Texas.

It is with very heavy hearts, but unfaltering trust that we accept the will of God as he has claimed the soul of our beloved Barbara. We rest assured that she is free from pain and inherits the peaceful Kingdom promised to the faithful few.
