Barbara Phillips-Ballard Manning

Barbara Helen Phillips was born on March 30, 1928, to James Pleasant and Hattie Mae Phillips in Stratford, Oklahoma. Barbara graduated from Stratford High School in 1946 and married Leroy Ballard on January 17, 1948. Together they raised three children, Rita, Roger and Barry. Barbara left her family a legacy of hard work, a love for God, and love for her family. Barbara worked for the Chickasaw Nation as tribal registrar. She retired after receiving her 15-year award along with an Outstanding Employee from the Chickasaw Nation. She married James Manning on October 9, 1993, and following retirement, Barbara enjoyed working with her flowers, attending family reunions, and spending time with her family. She went to her eternal home on December 3, 2025.

Barbara was preceded in death by her parents:

• James Pleasant Phillips and Hattie Mae (Freeman) Phillips.

• Both husbands: Leroy Ballard and James Manning.

Barbara leaves behind:

- Sister - Peggy Jones of Stratford, OK

- Sister - Wanda Watters of Lone Grove, OK

• Stepson and wife: Jimmy and Patsy Manning of Ada, OK

• Stepson and wife: Mike Manning and Donna of Ada, OK

• Daughter and son-in-law: Rita and Wendell Smalling of Hugo, OK

• Son and daughter-in-law: Roger and Vickie Ballard of Catoosa, OK

• Son and daughter-in-law: Barry and LaDonna Ballard, of Edmond, OK.

• 16 grandchildren

• Numerous great-grandchildren

Pallbearers will be; Justin Smalling, Shannon Shuff, Jody Wiginton, Daniel Weaver, Matt Gayler, and Eric Jennings. Honorary Pallbearers; Daniel Sweet and Kamron Ballard.

Viewing; will be Sunday December 7, 2025 in DeArman/Pickard Chapel Stratford, OK

from 2:00PM to 4:00PM'

Services; will be 1:00 PM Monday December 8, 2025 in the Free Will Baptist Church Stratford, Oklahoma

under the direction of DeArman Funeral Home. Officiating; will be Family members. Interment will follow in McGee cemetery Stratford, Oklahoma
