Billy was a press operator for many years at Morrison Printing and a truck driver for 12 years at Old Dominion Freight Lines.
He was preceded in death by his mother, Betty Jo Roper Watkins.
He is survived by the love of his life, Stephanie Rymer Morgan; daughter, Joy F. Morgan, both of Morristown; his best friend, Barry Whaley; and brother, Darrell Watkins of Morristown.
A celebration of life will be announced later by the family.
