Billy Watts

Billy Don Watts, 88, of Garland, Texas, passed away on March 25, 2026, at home in Garland, Texas, surrounded by family.

Billy Don Watts was born on September 25, 1937, in Amarillo, Texas, to William Donald Watts and Martha Frances Watts. He graduated from Tulia High School in 1955 and later graduated from Midwestern University in 1959 with a degree in accounting. He obtained his CPA certification in 1974. On August 1, 1958, he married Billie Sue Frizzell, celebrating 68 years together this upcoming August.

Billy moved to Garland in 1974 with his family to continue his career with the Internal Revenue Service, where he retired in 1994 with 34 years of dedicated service. He was a long-time member of First Baptist Church and South Garland Baptist Church in Garland.

He was preceded in death by his parents, William Donald Watts, Martha Frances Watts, daughter Diana Lynn Watts, grandson James Luther Jumper, brothers-in-law Glenn Caraway, Bill Cook, and Joseph Frizzell.

He is survived by his wife Billie of the home, daughters Donna Ross and husband Jim Ross, Debra Jumper, son Donald Watts and wife Terry Watts. Granddaughters Jamie Glass and husband Timmie Glass, Sara Ross and Aaron Jones, Taylor Ingram and husband Kevin Ingram, Misty Day, grandson Shon Day and wife Elizabeth Day.

Great-granddaughters Raelynn and Kenlee, great-grandsons Avery, Campbell, and Callan. Sisters Betty Caraway and Frances "Suggy" Cook. Nieces Shaun and Karla. Nephews Bryan and Brandon. Several great nieces and nephews, along with several great-great nieces and nephews.

In lieu of flowers, the family asks that members of South Garland Baptist Church make donations to the youth scholarship fund for youth camp.

Viewing at 9 a.m. With service to follow at 10 a.m. March 31, 2026, at Rest Haven Chapel in Rockwall with Pastor Larry Davis officiating. Interment will follow at Rest Haven Cemetery in Rockwall, Texas.
