Bobby was born on April 25, 1947, in Clarksville, Arkansas, the son of Jessie Walter and Alma Marie (Standridge) Phillips. Bobby moved with his parents to Tulsa at a young age and later graduated from Sapulpa High School with the Class of 1965. In 1966, Bobby joined the United States Army and served for nearly two years as a Weapons Specialist. He was honorably discharged in August of 1968. Bobby returned to Tulsa, attended Art School and began working for a local machine shop. In 1981, Bobby was united in marriage to Anna Lynn Edgar, and to that union, there are two daughters, Rebecca and Robin. Bobby was employed with Production Manufacturing as a machinist for over 44 years when he retired in 2016.

Going fishing, watching college sports, classic cars and hot rods were things Bobby enjoyed. He operated the Starting Line Light Tree for many years at Tulsa International Raceway. Bobby enjoyed drawing, reading history, and reading Stephen King novels. Getting together with family and learning about family ancestry were also things he enjoyed doing. Arnold's Old Fashioned Hamburgers was his favorite place to eat lunch with his family. His most favorite times were spent with his grandchildren.

Survivors are his twin daughters Rebecca Welch and husband Jason of Cleveland, Oklahoma, Robin Irving and husband Alex of Cleveland, Oklahoma; two sisters Donna Jackson of Moore, Oklahoma, Kathy Bevenue of Tulsa, Oklahoma; five grandchildren Ashton, Addy, Ava, Reece, Rowan and a host of other relatives and friends. Bobby was preceded in death by his parents Jessie and Alma Phillips and one brother Sammy Phillips.
