SOUTH CHINA-Charles W. Picard, 81, passed away July 10, 2025 at the Togus VA Medical Center while surrounded by his family. He was born July 6, 1944, a son of Walter C. and Sadie (Saucier) Picard.
Charlie grew up in Waterville and was a graduate of Waterville High School in the class of 1963. He went on to earn his associates degree from Thomas College.
On June 14, 1969, he married Sandra L Hartley. The two made their home in Whitefield and raised a family.
Charlie was a proud veteran, serving in the Air Force, Seabee's and in the Army National Guard for a total of 34 years of dedicated service. During his time in the National Guard, he traveled to many places far and wide.
Some of Charlie's greatest joys in life were socializing with friends, riding the horses that he and his family had for a number of years, and playing cribbage. He also enjoyed watching British comedy. In his younger years, he was an active member for Le Club Calumet, volunteering for various events large and small. In addition, he was a member of the VFW Post 887 on the Leighton Road in Augusta where he served for many years as the Quartermaster.
Charlie will be remembered as a social man with a great sense of humor and a deep love for his family.
He was predeceased by his parents and two siblings.
Charlie is lovingly survived by his wife of 56 years, Sandra Picard; his daughter, Stacie O'Brien and her four children, his son Thomas Picard and his daughter Arionna; his daughter, Toni (Picard) Churchill and her children Haleigh and Korbyn; a great granddaughter, Renee; and his two sisters, Ann and Gloria.
The family wishes to thank the staff at the VA Togus Medical Center for the compassionate care given to Charlie during his final days.
A celebration of life will be held on Saturday, August 2nd starting at 11 am at the VFW Post 887, 509 Leighton Rd., Augusta, ME 04330. Service arrangements have been entrusted to Plummer Funeral Home, 16 Pleasant St., Augusta, ME 04330.

Charlie was a great guy. We served together in the National Guard in Augusta. He was always smiling and just a good guy to have on your team.

Charlie was a great guy !! I remember serving with him in the Armament platoon in the Maine Army National Guard and all the trips that we made, with him and Don in Canada for our annual training. I had a lot of fun and I learned a lot from both of them, so sorry Sandy for your loss . Like I said he was a great guy he will be missed by all!
