Cindy U Williams

Cindy U. Williams, age 68, of Odessa, DE passed away on May 17, 2025, at her home with her family by her side.
Cindy was born on November 22, 1956, in Dover, DE to the late Carl R. and Ruth A. Unruh. Cindy grew up in Odessa and graduated in 1974 from Middletown High School.
She began her work life at Buckworth's Hardware in Middletown, PPG Industries Inc and the State of Delaware. In 1986 Cindy's final career move was with the New Castle County Department of Finance and Assessment Division, until her death.
Cindy was a past president and life member of the Odessa Fire Company Ladies Auxiliary. She was a proud member of the LOCAL 1607 – AFSCME, Friendship U.M.C., and Blackbird Community Center.
She enjoyed traveling to New Smyrna Beach, FL with her family, casinos, collecting jewelry and spending time with her family and friends.
She was preceded in death by her parents, her brother, Carl "Reed" Unruh, Jr., her sisters, Carlene U. Foraker, Linda A. Riddagh, and Marth Unruh-Wilfong.
Cindy is survived by her son, Earl "E.B." B. Bowman, III (Wanda) of Middletown, grandsons, Earl B. Bowman, IV (Maria) of New Castle, Zachary R. Bowman of PA, and Garrett R. Bowman of TX, and granddaughter Shelby of DE, brother, R. Victor David of TX, sister, Karen U. Lepkowski (Franny) of Clayton, a very special nephew, H. Russell Zern, Jr. of Odessa, a special niece, Amy L. LaBerge of Smyrna, a great-grandson, and many nieces and nephews.
A funeral service will be held on Tuesday, May 27, 2025, at Daniels & Hutchison Funeral Home, 212 N. Broad St., Middletown, DE at 1 pm. A viewing will be held from 12 – 1pm. Burial will follow in Old Drawyers Cemetery.
