With heavy hearts but joyful spirits, we announce the passing of our beloved Daniel Lee Mulligan, who passed away peacefully on January 28, 2026. Born on May 22, 1950, in Charleston, SC, to Domenic Mulligan and Lulu Allston Mulligan, Daniel's vibrant life was celebrated by all who knew him.
Daniel was a proud veteran who began his military journey at 17 by enlisting in the U.S. Navy, where he embraced his passion for cooking as a Mess Specialist. He served selflessly, completing three tours in Vietnam and making memories at naval bases and ships around the world. His commitment to service continued for 21 honorable years before he retired in 1988, only to return to the Newport Naval Base for another 20 years.
It was at a social gathering where destiny introduced him to Joycelyn Drummond, the love of his life. Together they crafted a beautiful partnership that lasted 45 wonderful years. Daniel found immense joy not only in his family but also in his devotion to Mt. Zion AME Church in Newport, RI. As an active member, steward, and choir participant, he brought his love of cooking and baking to life through delightful treats for church events.
Daniel's warmth will be deeply missed by his beloved wife Joycelyn, stepdaughter Darya E. Delves Gardner, stepson Kenya T. Delves, grandson Joshua Emanuel Delves-Evans, and his siblings, including the late Adranna Stokes and Fannie Hill. He leaves behind numerous nieces and nephews in Philadelphia, along with cherished friends, including the '3 Amigos': the late Rev. Charlie Moody, Mike Shields and himself having met in the military and many others who cherished his friendship.
We invite you to join us as we celebrate Daniel's life-a true testament to love, service, and his passion for good food!
Funeral services will be held at Mt. Zion AME Church on February 18, 2026, at 12:00 PM. Visiting hours will take place at the church from 11:00 PM to 12:00 PM before the service. Let us come together to honor a remarkable man who filled our lives with laughter, love, and delicious memories.
Rest in peace, Daniel. Your legacy will live on in our hearts!
