Debra Parker Liptrap, 70, passed away on October 12, 2025. She was born in Virginia to the late Wilbur Lee Parker, Sr. and Clara Frost Ballance. In addition to her parents, she was preceded in death by her brother, Wilbur Lee Parker, Jr., and her loving husband, John M. Liptrap.
Debra dedicated her career to public service, working for the Treasurer's Office for the City of Chesapeake and later for the State of Virginia as a Child Support Worker. She took great pride in making a difference in the lives of others and serving the community she loved so dearly. Outside of work, Debra found joy in tending to her yard and spending time with her family, whom she cherished above all else. Her compassion, quiet strength, and steady kindness touched the lives of all who knew her.
Left to cherish her memory is her loving sister, Cynthia Parker Biggs and husband Edward; her nephews, Chad Ray Biggs and partner Christopher Creech, and Jeremy Lee Parker and wife Lisa; her great-niece, Sabre Duncan and husband Travis; her great-nieces and great-nephews, Kylen and Elijah Parker; and her great-great-niece, Nova Harrell, as well as her step father, William Preston Ballance.
A service to celebrate her life will be held at Graham Funeral Home, 1112 Kempsville Road, on Monday, October 20, 2025, at 11:00 a.m. with Pastor Jeremiah Lopresti officiating. Burial will follow at Rosewood Memorial Park, Virginia Beach. Please visit www.grahamfuneralhome.com to leave a condolence for the family.
In lieu of flowers, memorial donations may be made to a charity of your choice or to The National Law Enforcement Treatment Center at Harbor of Grace, 437 Girard Street, Havre de Grace, MD 21078, or online at www.harborofgrace.org, in memory of Debra Parker Liptrap.
