He retired from government service in 1998 as a GS 11. Dino was preceded in death by his wife of 58 years, Trinidad Luque Frattaroli, in 2021, and by his son, Michael Frank Frattaroli, in 2022. Dino's sister, Linda Wasta, also preceded him in death.

Surviving are his daughter, Lisa Frattaroli Baldwin, and her husband, Rodney Baldwin, of Black Mountain, NC; grandchildren, Ryan M. Baldwin and Rebecca M. Frattaroli; niece, Stacey Atkinson and family; and multiple cousins, friends, and in-laws in both the US and Spain.

In lieu of flowers, memorials may be made to the Basilica of St. Lawrence and the Crohn's and Colitis Foundation.
